A low slope roof is normally defined as a roof pitch below a 2/12. Shingles must not be installed below this angle. In this case the use of products designed for low slope must be used.  There are a lot of material options for slopes below a 2/12 roof  pitch. In conjunction with steep roof applications (such as a low slope addition on your home), rolled roofing (modified bitumen) is normally the best option.
